I have installed Orion on Windows server 2008 R2 x64 , so it means IIS version 7.5
(IIS version could be found in registry key HKEY_LOCAL_MACHINE \ SOFTWARE \ Microsoft \InetStp\ VersionString )

I added my SSL certificate for Orion server thorough IIS manager according steps mentioned bellow:

run inetmgr command for starting IIS manager
click on left menu on Sites and then use right click on SolarWinds NetPerfMon site for context menu Bindings

click on Add --> choose type "https"  (this will automatically switch port to 443) and chose your SSL certificate

 

During upgrade process:

In configuration wizard keep Website Settings port setup on default port 80 and finished CW
After CW has been finished go back to IIS manager and remove bindings for port 80 (your website still owns binding for port 443 for HTTPS protocol.

Then Add "<httpCookies httpOnlyCookies="true" requireSSL="true" />" to "C:\inetpub\SolarWinds\web.config" just above the first "</system.web>"

 

I could confirm that CW ending with fail if I tried to fill port on 443 during CW Web Settings steps with message :

"Website configuration failed:

    •  Can not restart Website - This Web site cannot be started.  Another Web site may be using the same port.

    •  This Web site cannot be started.  Another Web site may be using the same port.

The configuration wizard has failed"

so I will create item for tracking this issue.
