No clear way to fix easily, a primary GW IP going offline would alert only and disable any alerts that depend on this IP (devices behind the GW IP). The end game goal should be an action for every alert. Alert comes in, it gets acknowledged and an action is performed, alert is cleared. Alerts should never be deleted and the only way to fix is to respond to each alert, find it in the alerting system and modify respectively until all alert emails mean an alert.
