If you have the ability to test, set up a fake alert that you can trigger at will. Set it up to write to the event log as a trigger action and enable the alert sharing. Trigger the alert, then check in the subscriptions table that the LastSuccessfulDelivery date/time is correctly matches the event log date/time. This will confirm that the alert notification has in fact been dispatched to AC, and confirm at which end the problem lies. If it's the orion end, you can log a support case, if its AC end, well, at least we know where it is
