In addition to HSRP or VRRP issue I also get problem with neighbor scan feature. I used it as a scan solution to the host that cannot respond with ICMP because of private firewall. If IPAM doesn't see one Used IP in ARP table of neighbor device the, MAC of mapped IP will change from old MAC to 00-00-00-00-00-00. As a result IPAM will trigger an alert of IP conflict: one IP with 2 MACs. That's must be wrong alert because 00-00-00-00-00-00 mean the MAC is timeout in ARP table and it also means that device is no longer in network.
