No, this is for when your building the report. So, here is a screenshot to help understand, SWQL is selected by default but SQL is grey and can not be selected without administrator privledges.

Ok, gotcha. I also see the same behavior with an account that does not have Admin privileges. I looked in the Core Administrator Guide and did not see any mention of this requirement.
